Sailing the Water's Edge: The Domestic Politics of American Foreign Policy

Helen Milner, B.C. Forbes Professor of Public Affairs, Professor of Politics and International Affairs at the Woodrow Wilson School and Director, Niehaus Center for Globalization and Governance discusses the role of the President versus Congress in setting American foreign policy. Her research shows that domestic politics constrains the President's use of some of the tools he has to effect foreign policy more than others, and this asymmetry pushes US foreign policy to become militarized. Presented as part of the 2015 Academic Mini Reunion program.
